Ordinansa batok sa mobalhin og partido

CEBU, Philippines — Ang Committee on Laws, Ordinances and Styling sa konseho sa Siyudad sa Sugbo, nag-review na karon sa proposed ordinance nga “Anti-Turncoatism Ordinance 2019”, nga nag-impose og administrative sanctions sa mga elective councilors nga mobalhin og political party affiliation.

Atol sa regular session niadtong Abril 23, ang ubang miyembro sa City Council miuyon sa mosyon ni Konsehal Renato Osmeña Jr., kinsa maoy nangamahan sa proposed ordinance nga i-refer kini sa maong komitiba.

“WHEREAS, in retrospect, turncoatism was already frowned upon and forbidden under the 1972 Constitution, ironically however, the 1987 Constitution is silent and does not directly prohibit the same, to the dismay and disappointment of electorates”, tipik sa proposed ordinance.

Matud ni Osmeña, sa implementasyon sa maong ordinansahon, ang public officials maka-uphold sa loyalty sa ilang tagsa-tagsa ka mga partido.

“WHEREAS, through this legislation, we could uphold loyalty and adhere to ideological principles and platforms over the traditional personality-based politics; minimize or eradicate corruption in elective government posts; and promote the general welfare and raise the bar of moral values and ethical standards a notch higher among public officials especially, the members of this August Body”, tipik gihapon sa proposed ordinance.

Ubos sa administrative sanction provision, bisan kinsa nga elected official nga makadesisyon nga mobalhin og party affiliation sulod sa three-year term sa office dili mahimong makahupot og chairmanship o membership sa tanang komitiba sa city council.

Mao sab kini ang sanction nga ipatuman sa miyembro sa minority bloc, lakip na ang independent councilors nga miapil sa majority bloc.

“Those who have been expelled or have lost their party membership and have shifted political alliances are not exempted from the sanctions thereof”, sa proposed ordinance pa.

Sa maong ordinansahon, wala’y labot niini ang mga appointive officials, ex-officio members sama sa Sangguniang Kabataan Federation President ug Association of Barangay Councils President.
