VP Binay nasagmuyo sa Comelec

CEBU, Philippines - Nasagmuyo si Vice President Jejomar Binay kagahapon sa mga reports nga ang Commission on Elections (COMELEC) napakyas sa pagtubag sa  mga panginahanglanon sa mga senior citizens ug mga persons with disabilities (PWDs) sa bag-uhay lang nahuman nga midterm polls.

Sa usa ka press statement, mi-react si Binay sa pangangkon ni National Council on Disability Affairs executive director Carmen Zubiaga nga duha lang sa 36, 778 polling centers sa nasud ang gi-designate isip pilot Accessible Polling Places (APPs) para sa mga PWDs ug mga senior citizens.

“This is clearly something that requires an explanation from the Comelec, considering that the poll body itself had issued resolutions that require polling centers to be friendlier to senior citizens and PWDs,” matud ni Binay sa usa ka statement.

Niadtong miaging tuig gipagawas ang Comelec Resolution 9640 nga nagmando sa pagbutang og APPs sa voting centers alang sa mga senior citizens ug PWDs pinaagi sa usa ka special area sa ground floor sa mga buildings diin mamotar.

Si COMELEC regional director Atty. Temie Lambino nagkanayon nga pila na lang ka semana sa wala pa ang May 13 election, duha lang ka APPs sa Cavite ang na-approve kay mao ra kini ang adunay daghang mga PWDs.

“We were ready, we were about to train, may project talaga for this to create Special Board of Election Inspectors (SBEI), it so happen hindi na implement sa buong Pilipinas,” matud ni Lambino.

Niya pa, nga hasta ang Kongreso gusto na untang ipa-implementar ang maong pamaagi, apan wala kini madayon tungod sa budget constraint ug kakuwang sa panahon.

Matud ni Lambino nga ang Information and Technology Department (ITD) sa Comelec nagkanayon nga kinahanglan gyud og igong panahon ang pag-extract sa mga ngalan sa mga senior citizens ug PWDs sa ilang tagsa tagsa ka mga clustered precincts.  “Kung aalisin ang mga names nila from their precincts, it takes time. Kung itinuloy ‘yon last elections masisira talaga ‘yong naka-plot na na mga clustered precincts due to the extraction,” ni Lambino.

Matud ni Binay nga dapat gamiton sa Comelec kining panahona karun sa pag-andam para sa umaabot nga election sa 2016.

Uyon hinuon si Lambino sa sugyot ni Binay, apan giklaro niya nga dili pa siya makasugod og buhat niini sa rehiyon kay maghuwat pa sila og approved resolution gikan sa Comelec en banc.

“I definitely agree with Vice President Binay, tama ‘yon. But for sure, we already have the pilot APPs, then next election, hopefully this will already be realized all over the country once a resolution will be approved,” matud pa ni Lambino. (Marigold P. Lebumfacil/EIM) (BANAT BALITA)
