Q3 survey names 10 top-performing councilors
CEBU, Philippines — A recent survey has identified 10 city and municipal councilors in Cebu as top performers for the third quarter of 2026.
Sharing the top spot in the Q3 rankings are ex-officio Provincial Board member Ricardo Pepito of Toledo City, Clint Chiong of Naga City, Digul Gullas of Talisay City, Amiboy Perales of Toledo City, Darwin Apas of Liloan, Al Damiles of Carmen, Erick Gica of Dumanjug, Nino Xavier Allosada of Ronda, Buena Pontillas of Catmon, and Venice Cyrus Rebadomia of Madridejos.
The ranking was released under the “Pulso ng Bayan” Governance and Participation Index of the Transparency Good Governance and Accountability Advocates (TGAA) and Visayas Social Pulse.
TGAA said the Q3 results were based on the feedback of 5,000 adult Cebuano respondents surveyed across Cebu’s cities and municipalities from September 15 to 25, 2026.
The group said the assessment focused on accessibility and presence, impact on people’s lives, transparency and accountability, purposeful legislation, and citizen engagement.
TGAA emphasized that the recognition measured the impact felt by constituents and their experiences with their councilors, rather than simply counting ordinances authored or committee chairmanships held.
In a statement, Pepito said the recognition was not only an achievement but also a reminder to work harder, listen more, and serve with sincerity and commitment.
“This inspires me to do more, serve better, and keep moving forward. The work continues,” Pepito said.
