CEBU, Philippines — Bisan wala hatagi og otoridad sa Hunta Probinsyal si Gobernador Hilario Davide III alang sa pagtukod sa P1.3 bilyon nga 20 ka andanang resource center , ipadayon gihapon niini ang maong proyekto.
Kagahapong adlawa si Bise Gobernador Agnes Magpale mibutyag nga nagpadala og sulat si Davide sa hunta aron bawion ang iyang request sa pagpangayo’g authority.
Matud sa gobernador, wala na siya nanginahanglan og laing resolusyon nga magpamatuod nga adunay pagtugot ang hunta probinsyal sa pagpirma niya sa kontrata uban ang WT Construction.
Gipasabot niya nga adunay Supreme Court ruling nga nagkanayon nga pwede ipadayon ang proyekto kay aduna na may naaprubahan nga budget alang niini kung diin miuyon na ang Hunta Probinsyal.
“I am thus withdrawing the request for SP [Sangguniang Panlalawigan] authorization. Consequently, it is my respectful submission that there is no need on the part of the Honorable Presiding Officer [Magpale] to rule upon the resolution that was laid on the table,” sigon ni Davide.
Sa sesyon kahapon, gipasabot ni Magpale nga dili niya ma-grant ang hangyo sa gobernador kay nakapahigayon na og diskusyon ug nagbotohay na ang mga membro sa hunta probinsyal.
“It is with deep regret, that I have to rule that the measure did not pass. The DILG contention is we needed nine votes. It is now up to the executive department. They have their prerogative,” matud ni Magpale. Sa miaging tuig, nagpahigayon ang SP og votation ug nigawas nga walo ka board members ang miuyon, unom ang supak ug tulo ang mi-abstain sa pagbotar.
