Ang balaudnon ni Garcia nga House Bill 6203 nagtinguhang maamendahan ang Republic Act 6975 o ang Department of Interior and Local Government Act of 1990 ug R.A. 9263, nga mao karon ang Bureau of Fire Protection and Bureau of Jail Management and Penology Professionalization Act of 2004.
"Height should not be a restriction for people who want to serve the country as police, fire and jail officers provided they possess other qualifications required in the effective performance of their duties," pasabot pa ni Garcia. Gihimong sanglitanan ni Garcia ang Section 1, Article XII of Social Justice and Human Rights sa Philippine Constitution, nga naghatag og mandato sa Kongreso "to give highest priority to the enactment of measures that protect and enhance the right of all people to human dignity, reduce social, economic and political inequalities, and remove cultural inequities."
Lakip sa gihimong basehan ni Garcia mao ang Article 7 sa Universal Declaration of Human Rights, nga nag-ingong "All are equal before the law and are entitled to equal protection against any discrimination in violation of this Declaration and any indictment of such discrimination."
