Grupo kontra sa panukalang amyenda sa juvenile law

MANILA, Philippines – Muling iginiit ng isang child welfare group ngayong Martes ang pagkontra nito sa isang panukala sa House of Representatives na nagpapababa sa edad mula 15-anyos sa 12-anyos ng mga batang dapat managot sa ilalim ng Juvenile Justice and Welfare Act.

Sinabi ng Akap Bata party-list na walang idudulot na maganda para sa mga bata ang House Bill 6052 na nais amyendahan ang juvenile law.

"For the longest time, child advocates like us have been opposing the lowering of age of criminal liability for the main reason that this will not serve the best interest of our children," pahayag ng Akap Bata national secretary general na si Arlene Brosas.

"Lowering the age of criminal liability will not resolve criminal and civil offenses that were supposedly committed by children. Intervention alone will never be enough in resolving juvenile delinquency in the country unless the socio-economic needs of children will be provided and that this problem will be addressed in a holistic and pro-child manner," dagdag ni Brosas.

Pero inamin din ni Brosas na tinatanggap nila ang bersyon ng Senado dahil may sang-ayon sila sa ilang probisyon dito kabilang ang: pagpopondo sa Bahay-Pag-Asa, hindi pagpapanagot sa batas ng mga batang 15-anyos pababa, paglalagay ng JJW (Juvenile Justice and Welfare) Councils sa bawat rehiyon.
