P8.2B LTO automated system nasa bidding process pa - DOTC

MANILA, Philippines – Nilinaw ng Department of Transportation and Communications (DOTC) ngayong Martes na ang P8.2 bilyon information technology infrastructure project para sa Land Transportation Office (LTO) ay hindi pa naibibigay sa alinmang kompanya.

"The granting of the notice of award comes much later after the opening of bids in all biddings of the government. This is just among the rigid and several steps required by law, before the award of government projects, to ensure that public funds are properly allocated," paglilinaw ng DOTC sa isang statement na inilabas nito lamang Luns.

Idinagdag ng DOTC na ang susunod na hakbang ng kagawaran ay ang pagsasagawa ng masusing paghusga at post-qualification process upang matugunan ang mga natitirang teknikal at administratibong isyu.

Noong Lunes, lima mula sa siyam na kompanya na bumili ng bid documents ang lumahok sa open at transparent procurement process.

Nag-alok ang Digitext ng pinakamababang tawad na P3.8 bilyon na sinundan ng Fritz and Macziol Asia na P5.3 bilyon at ang pangatlo ay ang Eurolink sa P5.8 bilyon.

Ang iba pang bidders ay ang Kaisa Consulting at Ceragon Network na parehong hindi binuksan ang mga tawad dahil sa kakulangan ng mga teknikal na pangangailangan.

Hindi kinilala ang Kaisa dahil sa kakulangan ng schedule of requirements, habang ang Ceragon ay wala namang certificate of reciprocity for a foreign consortium upang makalahok sa bidding.

"Government bidding is composed of two components – the technical and the financial bid. In the case of Kaisa and Ceragon, what we opened were only their technical bids. We were not able to proceed with the opening of the financial bids accordingly because they failed to submit the required documentary materials," dagdag ng DOTC.

Apat pang kompanya na bumili ng bidding documents ang hindi lumahok sa bidding kabilang ang Stradcom Corporation, ang kasalukuyang system provider ng LTO-IT, Smartmatic, Oberthur Technologies at Indra Sistemas, S.A.

Inaasahan ng DOTC na sa oras na gumana ang automation system ng LTO at LTFRB ay matatanggal na ng gobyerno ang mga kaso ng pagkakaroon ng prangkisa ng mga pampublikong sasakyan mula sa LTFRB kahit walang LTO registration, gayun din ang pagkakaroon ng rehistro sa LTO habang walang prangkisa mula sa LTFRB.

"We estimate several more months or sometime in August next year before the new IT system provider can fully implement the LTO IT Road IT Infrastructure Project. Once the new IT set up is complete, which the government will own and operate, it will allow LTO to earn approximately an additional P2 billion a year since all computer fees will accrue to government," sabi ng DOTC.
