CEBU, Philippines – Barangay officials may also be granted with the Productivity Enhancement Incentives as mandated by the president’s Executive Order 181, provided it is within the personnel services limitation of concerned barangay.
The clarification was issued by the Organization, Position, Classification and Compensation Bureau of the Department of Budget and Management, in response to querries from barangay officials all over the country, including the letter request of Dumaguete City Councilor Lionel Banogon, who is president of the city’s Liga Ng Mga Barangays.
Banogon received the communication from National Barangay Operations Office of the DBM yesterday, though its officer-in-charge Director Leocado Trovela. Copies were also furnished to all 30 barangays of Dumaguete. .
Other conditions for the granting of PEIs, under Section 6 of EO 181, require at least four months of service for a barangay official and employee to qualify.
Director Myrna Chua, assistant secretary and concurrent director of OPCCB, clarified that since the barangays are not covered by the Seal of Good Local Governance, compliance therewith is not required. She said the PEI shall be equivalent to one-month honoraria received by the incumbent official.
