ORDINANCE. Yes, it's true. There is an ordinance in Ifugao that enforces the non-wearing of helmet while one is riding on a motorcycle. This ordinance was passed to check the rising incidence of crime committed by criminals riding-in-tandem on motorcycles.
HIDDEN. The author of the Ifugao ordinance says the faces of motorcycle-riding criminals are hidden if they are wearing helmets.
