CEBU, Philippines - For Talisay City Councilor Doroteo Emit, barangay officials should set an example by submitting themselves to a drug test and demonstrate that they are not into drugs themselves.
Emit authored a resolution asking Mayor Johnny De los Reyes to finance a random drug test for barangay officials and workers in Talisay City's 22 barangays.
The City Council recently approved Emit's request to the mayor of P30,000 in appropriations, which will be charged from his office, in order to conduct the drug test in Barangay Pooc.
"Section 36-d , Article III of Republic Act 9165 states that officers and employees of public and private offices, whether domestic or overseas, shall be subjected to undergo a random drug test as contained in the company's work rules and regulations, which shall be borne by the employer, for purposes of reducing the risk in the workplace," Emit cited.
Emit, a former barangay captain in Pooc, said the barangay's officials are willing to submit themselves for a drug test after learning their barangay is one of the favorite hubs for drug users and pushers.
Emit said community organizations are strongly concerned over the increasing number of teenagers, low and middle class workers, parents, even professionals, who are now reportedly hooked on drugs.
"It has also been apparently reported that there are quite a number of public officials and employees who are also themselves hooked on drugs, and this is a very serious matter," Emit said.
"If not given attention and appropriate action, this could pose great hazard in the whole community," he added. — (FREEMAN)
