Proposed measure seeks creation of new posts under SP

CEBU, Philippines - The Talisay City council committee on laws is reviewing the proposed ordinance which seeks to create five new positions under the Office of the Sangguniang Panlungsod and which provides allocations for salaries and other benefits. 

Vice Mayor Alan Bucao, who is the author of the proposed ordinance, said the positions are necessary to cope with the growing needs of the city government specifically the legislative department and to continuously deliver services to its constituents. 

Under R.A. 8979 Article III Section 9 (b) specifically mandates the city vice mayor to appoint all officials and employees of the Sangguniang Panlungsod.

Also, the Local Government Code of 1991 under Section 458 (1) (viii) empowers the Sangguniang Panlungsod to determine the positions, salaries, wages, allowances, and other emoluments and benefits of employees. 

“The present Sangguniang Panlungsod must be responsive to the needs of the city it serves and the lack of manpower is detrimental to public service,” he said. 

Once the proposed ordinance is approved, the new vacant positions of the legislative department shall carry out related functions and powers as maybe determined by law, to wit: two messengers and three administrative aide 1 or utility. 

The amounts necessary for the creation of these new positions will be taken from any available funds. (FREEMAN)
