CEBU, Philippines — Cebu City Police Office (CCPO) Director Joel Doria might be extended as the city’s police chief, if there will be no vacated slots that will suit him as director.
Philippine National Police (PNP) Director General Oscar Albayalde, during his visit as guest-of-honor in a gunshow held inside a mall at the North Reclamation Area, said that a “ladderized career” is followed.
He explained that Doria, based his accomplishments and experience, is ready to take a higher position and responsibility.
Based on the PNP rulings, a provincial and city commander is only allowed two years in the position. And they will be duly replaced to give way to other police personnel after serving the said tenure.
“Two years (tenure in position), we are still looking for their positions they should be rewarded, because may tinatawag na ladderized career,” he said.
Doria assumed post as City Director on July 2016.
A month after, he launched his flagship program against all forms of criminalities and illegal-drugs called Oplan POKEMON which meant Pakigbatukan ug Sumpuon ang Krimen ug ang Epekto sa illegal nga Makadaut ug Makaguba sa Nasud.
Through the “ground breaking achievement” of Oplan Pokemon in CCPO’s anti-crime prevention plan, Doria later received recognition from the PNP and was hailed as one of the top ten Most Outstanding Filipino Men and Women by the Metrobank Foundation.
Albayalde said that just like the previous commander of the Police Regional Office (PRO)-7 Chief Robet Quenery, he was promoted as directorate for comptrollership now that he is nearing his retirement, which would be on September.
He said that deserving police personnel will be promoted while those that will replace them will “act in capacity.” This means that they will be evaluated after a month, to check on their performances.
“The regional director is about to retire, to give way sa mga qualified. All directors are all in acting capacity. Ibig sabihin, they are under watch pa. It means after one month we will check on their performance, if they are the right person (for) the job,” he said.
Albayalde reminded his men that accomplishments will not be a sole basis for promotion and retaining a position.
He emphasized that the prevailing peace and order situation of a police unit’s area of responsibility is still being considered.
He added that if police station’s fall behind in accomplishment and opt to do community service due to the peace and order situation, then he will send men to verify.
“If sabihin nila na wala silang accomplishment nagtanim na lang sila ng mga puno, it’s okay provided na ang area is peaceful. They show it to us, and we will validate if talagang peaceful at walang cases of illegal drugs,” he said. — GAN (FREEMAN)
