CEBU, Philippines - Councilor Gerardo Carillo wants part of the proceeds of the South Road Properties sale to be used to construct the Cebu City College.
“If mahalin gani ang SRP, ang ako ra gyud pangayuon nimo (Rama), let’s put up a city college and allocate funds for that, not just for our children but also our workforce in the city and in the barangay,” Carillo said.
Last month, at least 11 councilors authorized Rama to negotiate and dispose by sale the 45.2 hectares of land at SRP.
Carillo said that aside from the residents of the city, there are City Hall employees, barangay officials and employees who have not earned a degree, but serving the public.
“For them to complete college, at least naa silay college equivalency rating sa atong mga barangay, sa atong mga garbage collector. We are not limiting them nga diha ra we are trying to improve them,” he said.
He added that he will base the education system of the city college on the Alternative Learning System.
Aside from the proceeds of the SRP, Carillo said he will also try to include a separate amount in the next annual budget also for the construction of the college.
Rama had said that aside from providing a better future to Cebu City residents, it would be easier for the city government to monitor the performance of the students easily if they are enrolled at the city college.
The students of the city college will be the beneficiaries of the City Scholarship Program from which they will be receiving P10,000 for their tuition fee.
In 2012, the City Council passed Ordinance No. 2320 entitled “An Ordinance Establishing the Cebu City College, an Institution of Higher Learning for the Poor but Deserving Constituents of Cebu City, and Authorizing the Appropriation of Funds thereof.”
Under the ordinance, the college will derive its funds from the city government, national government and/or its agencies, foreign governments, private persons, private organizations and institutions, among others.
The ordinance states that “The Cebu City College shall offer courses dully recognized by Technical Education and Skills Development Authority. Training regulations and competency requirements of trainers have to undergo the accreditation process of the said office.”
It will also absorb the Bachelor of Science in Nursing program presently offered by the Cebu City Medical Center College of Nursing in consortium with the Cebu Technological University. (FREEMAN)
