Man in handcuffs shot dead

CEBU, Philippines - A 33-year-old man in handcuffs was shot dead by six unidentified men in Sanciangko Street, Cebu City last Sunday.

It was unclear why the victim, Joven Maranga, was in handcuffs and investigation also revealed two versions of the incident, said SPO1 Ruth Violango.

Some witnesses reportedly said Maranga was just standing when shot but other witnesses said he was being pursued by the suspects and shot.

Maranga did not make it alive to the Cebu City Medical Center. He died from a gunshot wound in the neck and chest.

Violango said they are eyeing personal grudge as motive in the shooting. Maranga was found with his hands handcuffed in the back.

Initial investigation revealed that two suspects were riding motorcycles with another riding in pillion on each vehicle while two others were running on foot.

Violango said the person who shot Maranga was one of the two running after him.

Investigators recovered a syringe and a handcuff from the victim while they recovered three empty shells of caliber 40 and an empty shell of caliber .9mm pistol from the crime scene.

Prior to the shooting, Maranga reportedly told his mother that someone was looking for him. Violango said they are now pursuing the lead.  (FREEMAN)
