CEBU, Philippines - Mayor Nicepuro Apura is the richest official of Carcar City based on his sworn Statement of Assets, Liabilities and Net Worth released by the Office of the Ombudsman-Visayas.
Apura declared P19.6 million net worth as of December 31, 2013. Net worth or actual wealth is a computation on one’s total assets minus their total liabilities.
Apura, who is married to Mercedita Apura, barangay captain of Valladolid and Association of Barangay Captains president, disclosed that they have P21.6 million total assets composed of real and personal properties.
His real properties include two houses and lots in Tangasan, Valladolid, shoe factory building also in Tangasan, lot and building with improvement in Acacia Grill, lot in Valladolid proper, agricultural lot in Pungtod, lot 1 with improvement in Poblacion, house and lot 2 with improvement in Poblacion III, poultry house, rest house, and agricultural lots in Buenavista, five lots in Can-asujan, and a residential lot in Buena Vida Subdivision, all worth P14.8 million.
His personal properties are composed of a Pajero, Canter, L200 multicab, Fortuner, shoe materials, supplies and stocks equipment, pieces of jewelry, cash in bank, appliances and furniture worth P6.8 million.
The mayor has a corresponding P2 million liabilities. In 2012, he declared an actual wealth of P16.5 million.
Apura was followed by vice-mayor Mario Patricio Barcenas with P16.1 million net worth.
Barcenas declared P7.5 million real properties, which include a house and lot in Poblacion 1 and another in Perrelos, commercial lots in Poblacion 1 and Sibonga town, and more lots in Perrelos, and in Cambuntan.
The vice mayor further declared P9 million personal properties that include a cargo truck, Tamaraw, Revo Sports Runner, Toyota Fortuner, multicab, motorcycle and tricycle, pieces of jewelry, three air-conditioning units, cash in bank, furniture, appliances, garments and others.
Barcenas has P400,000 liabilities. In 2012, he declared a net worth of P14.4 million.
City councilor Roy Velez got the third spot for millionaires with P4.8 million net worth. He has P1.3 million and P7.1 million real and personal properties, respectively. He declared P2.4 million liabilities.
Velez was followed by City councilors Jeson Fernandez with P4.1 million net worth; Ma. Bernadith Barcenas with P3.2 million; Giovanni Aragon Quijano with P3.1 million; Anthony John Apura with P2 million; Rogelio Montesclaros with P1.1 million; Harold Nacua with P468,000; Victor Ian del Rosario with P322,000; and Archilles Gantuangco withP130,000.
Under the Republic Act 3019 or the Anti-graft and Corrupt Practices Act and Republic Act 6713 or the Code of Conduct for Ethical Standards for Public Officials and Employees, all government officials and employees are required to submit their SALN yearly.
