Talisay SP to NAPOLCOM: Review on lot donation ongoing

CEBU, Philippines - The Sangguniang Panglungsod of Talisay City, particularly the Committee on Laws and Properties, is now reviewing the request of the regional office of the National Police Commission (Napolcom) to the City government for the donation of a 500-square meter lot.

The request of Napolcom Regional Director Homer Cabaral was referred to the committee to determine the legal implications of the proposed donation.

But while Napolcom is leaving it up to the council to decide on their request, Cabaral told Talisay City Mayor Johnny De los Reyes that lot surveys and markers were already put in place to determine the boundaries.

Cabaral said the proposal was already endorsed to the Committee on Infrastructure and City Properties for evaluation but it was temporarily stopped because of the recent May 2013 elections.

Prior to that, the 4th City Council authorized then Mayor Socrates Fernandez to enter a memorandum of agreement with the Napolcom, to allow the use (by way of usufruct) by Napolcom a portion of a lot owned by the city where the city hall is situated.

The city agreed with the request of Napolcom along with certain terms and conditions.

Under the proposed MOA, the city government allows the use of the land to the Napolcom for as long as the latter’s regional office and its related facilities exist.

The subject of the MOA is a portion of lot No. 3103-A covered by the Transfer Certificate of Title issued by the Register of Deeds of the Province of Cebu, but still registered under the name of the previous owner, Gabriel C. Yap.

It also stated that the development and construction of the facilities in the parcel of land shall require prior approval from concerned government offices and shall comply with the Land Use Plan and the Master Development Plan of the city government which is incorporated in the MOA. –/ATO (FREEMAN)
