CEBU, Philippines - All urban poor settlers living in socialized housing sites in Cebu City must enjoy the tax relief initially pushed for 93-1 beneficiaries.
This was the sentiment of 93-1 Movement in Cebu City during the consultation held on June 19 for the proposed ordinance authored by Councilor Nida Cabrera, which is now pending at the city council.
Emilyn Malto, spokesperson of the group stressed that they could not bear the privilege only given to them when fellow urban poor families are on the same situation as theirs.
Cabrera, after hearing the sentiments of her proposed ordinance recipients, said her office has noted the group's sentiments on extending its scope.
There are about 5,000 beneficiaries of Ordinance 93-1, also known as the ordinance prescribing the policies and guidelines for the disposition of occupied Cebu Province-owned lots.
They are scattered in different barangays around the city, namely Apas, Luz, Busay, Lorega, Camputhaw, Lahug, Capitol Site and Kalunasan.
Transfer tax, as defined in the proposed ordinance, is required to be paid at the local government unit for registration of any document of sale with the Register of Deeds and cancellation of the old tax declaration and issuance of a new one in its place.
Local government units may grant transfer tax exemptions through a duly approved ordinance, as provided in section 192 or Republic Act No. 7160 or the Local Government Code of 1991.
The proposed ordinance was created after 93-1 beneficiaries requested for such, according to Cabrera's proposal. – (FREEMAN)
