CEBU, Philippines - After two weeks of local campaigning, the Provincial Board yesterday failed to come up with a quorum in order to hold its regular session.
Board Member Caesar Ian Geronimo Zambo presided over the session only to find out that only those present at the plenary hall were Board Members Thadeo Ouano, Arleigh Jay Sitoy and Carmen Remedios Meca.
Sitoy, who is the majority floor leader, manifested on record that they cannot take up matters due to lack of quorum prompting him to suggest for the adjournment.
Provincial Secretary Aniceta Pasaylo showed reporters copy of the official communications from members who were absent.
Acting Vice Governor Julian “Teban†Daan was on leave but he was earlier seen at his office to pick something up.
Board members Joven Mondigo Jr. and Sun Shimura of the fourth district joined Rep. Benhur Salimbangon in barangay visitations in the three towns of Bantayan Island.
Board Member Sergio Restauro was attending invitations of his constituents in Carcar City and Sibonga town in the first district.
Board Member Wilfredo Caminero was on official business while Board Member Alex Binghay was invited by constituents to Barangay Patupat, Barili town, to grace an event.
Board Member Jude Thaddeus Sybico was attending an urgent meeting with constituents and officials in Camotes Island while Board Member Miguel Antonio Magpale was conducting a consultative meeting in the island in preparation for the next round of Suroy-Suroy Sugbo this month.
Liga ng mga Barangay provincial president, Board Member Jose Ribomapil Holganza Jr., was attending an emergency meeting with barangay officials in Bantayan Island where he serves as the president of the Association of Barangay Councils.
Only Holganza and Magpale had travel orders, the rest did not.
Board members Peter John Calderon and Aladdin Wilyamie Caminero, who heads the Sangguniang Kabataan Federation, did not send any letter of their absences.
Of all the PB members, only Holganza and Aladdin are not seeking reelection on May 13.
There was no urgent matter calendared in yesterday’s session except that the PB failed to act on the request of ConEquip Philippines for the revival of the resolution ratifying the contract for the delivery of 26 Sinotrucks for distribution to different municipalities.
The PB also failed to act on the proposed resolution of Meca commending the efforts and achievements of the officers and men of the Cebu Provincial Police Office for a successful operations conducted last month against criminal elements in Liloan. (FREEMAN)
