Pangangasiwa sa mga dormitoryo at boarding house

MALAKING tulong ang mga dormitoryo at boarding house lalo na sa mga estudyanteng malayo ang bahay sa iskuwelahang kanilang pinapasukan.

Ayon kay Senator Jinggoy Ejercito Estrada, “Students who have to stay far away from home to attend school face a lot of challenges – loads of school works, familiarization of their new environment, building new relationships with teachers, schoolmates and friends, and keeping themselves safe and sound while they are away from their homes and families. While they are on guard on all of these concerns all day, the only time they can relax and recharge for the next day’s activities is when they reach their dormitories or boarding houses.”

Pero marami aniya sa ganitong mga establisimento ang hindi sapat na napangangasiwaan ng mga may-ari. Napakarami nang mga sunog, pagnanakaw, at iba pang krimen at aksidente na naganap sa iba’t ibang dormitoryo at boarding house kung saan ay hindi na mabilang ang mga naapektuhan lalo na ang mga estudyante.

Kaugnay nito, isinusulong niya ang Senate Bill 2478 (Comprehensive and integrated national policy and program guidelines for the operation and maintenance of dormitories and boarding houses).

Itinatakda ng panukala ang mga sumusunod na patakaran at regulasyon para sa lahat ng dormitoryo at boarding house:

1. License from the city/municipal government.

2. Discount of 10% for all students.

3. At least one helper for every 50 boarders or occupants for the proper maintenance of the establishments.

4. Adequate lighting in all rooms, passageways and other parts of the premises especially those intended for reading and studying purposes.

5. Adequate ventilations and enough space for comfort, and all bedrooms shall have a window.

6. Lavatory for every 10 boarders and such other necessary sanitary facilities.

7. Fire escapes and other firefighting facilities, including fire extinguishers and hose cabinet.

8. Study room for general use.

9. Basic first aid medicine and equipment.

10. Garbage receptacles to be disposed daily.

11.Closed-circuit television (CCTV) cameras in strategic areas in their vicinity.
