Bagong NDFP-gov't 'peacetalks' umani ng suporta sa mga grupo

MANILA, Philippines — Positibong sinalubong ng sari-saring grupo ang kasunduan ng gobyerno ng Pilipinas at mga rebeldeng komunista na muling magharap para sa usapang pangkapayapaan.

Ika-23 ng Nobyembre lang kasi nang lagdaan ng Government of the Republic of the Philippines (GRP) at National Democratic Front of the Philippines (NDFP) ang isang joint statement para magsimula ng bagong peace talks upang tapusin at ugatin ang sanhi ng deka-dekadang armadong rebelyon sa bansa.

"We fully support the move to explore the peace negotiations again after ex-President Rodrigo Duterte declared an all-out war policy and unleashed state terror on the Filipino people," wika ni Kabataan Rep. Raoul Manuel sa isang pahayag nitong Martes.

"The peace talks can be reopened in a conducive atmosphere if it comes with the revocation of terror designations vs [the Communist Party of the Philippines-New People's Army]-NDF and redtagged advocates and organizations, and the scrapping of the Terror Law."

Ibinalita ang kasunduan ng pagsisimula ng panibagong negosasyon ilang araw matapos pirmahan ni Pangulong Ferdinand "Bongbong" Marcos Jr. ang panibagong amnestiya para sa mga rebeldeng layong magbalik-loob sa gobyerno.

Una nang sinabi ng Samahan ng Ex-Detainees Laban sa Detensyon at Aresto (SELDA) na mas mainam ang panunumbalik ng isang pormal na peace talks kaysa sa bara-barang amnestiya, bagay na pwedeng isama raw sa isang komprehensibong usapan sa karapatang pantao, socio-economic, political at constitutional reforms.

"Also, peace talks will thrive if the Marcos Jr administration will abolish the [National Task Force to End Local Communist Armed Conflict], which was borne out of the failure of the Duterte regime to address the roots of the armed conflict and seriously pursue the peace talks back then," dagdag pa ni Manuel.

Bagong usapan, hindi peace talks 'resumption'

Una nang sinabi ni Presidential peace adviser Carlito Galvez Jr. na pagsisimula ng panibagong peace negotiation ang papasukin sa ngayon ng gobyerno at "hindi pagpapatuloy" ng usapang tinapos ni Duterte noong 2019.

"Resumption is different. When you say resumption, it was interrupted. Here, we will start anew," paliwanag ni Galvez habang idinidiing "very achievable" ang isang final peace agreement sa CPP-NPA-NDFP.

Ayon naman kay Defense Secretary Gilbert Teodoro, preliminary exploratory talks at programa pa lang raw ang mga ito, habang ipinagpapatuloy ang security law enforcement programs.

Wika naman ni Armed Forces of the Philippines chief Gen. Romeo Brawner, maging sila ay suportado ang naturang hakbangin.

"For the Armed Forces of the Philippines, this is very good news for us, because it is the soldier more than anybody else who wants lasting peace, who wants this conflict to finally end," ani Brawner.

"So this is really a personal victory for us. And aside from that, if this conflict will finally end, your Armed Forces of the Philippines will be able to shift our focus to external or territorial defense."

'Walang kapayapaan kung may pang-aapi'

Wika naman ng Kilusang Magbubukid ng Pilipinas (KMP) ngayong Miyerkules, kinakailangang magkaisa ng mga magsasakang maabot ang makatarungan at pangmatagalang kapayapaan.

Sa kabila nito, kinakailangang may kaakibat daw itong pagtapos sa pananamantala at kahirapan.

"There can be no real and just peace as long as workers and farmers are subjected to oppression and exploitation. There can be no real peace when massive hunger, poverty, and social injustice prevail. There can be no real peace without genuine land reform and other democratic and social reforms," sabi ng KMP.

"There can be no real peace when the ruling elite amasses social wealth while millions have none. We must fight long and hard for the peace we want to achieve not only on the negotiating table but more so beyond it."

Dagdag pa ng mga progresibong magbubukid, ang GRP at AFP ang "pinakamalaking traydor at balakid" sa peace efforts sa pagbansag na terorista sa NDFP, maliban pa sa pagpaslang sa ilang peace consultants ng huli.

Agosto 2020 lang nang pagsasaksakin hanggang mamatay sa Novaliches si Anakpawis chairperson at NDFP consultant Randall Echanis.

Hulyo 2023 naman nang ibalita sa autopsy report ng NDFP consultant na si Ericson Acosta na pinagbabaril ng AFP ang nabanggit kahit patay na.

"Rights abuses such as killings, abductions, torture, illegal arrests and incarceration, bombings of peasant communities, and forced surrenders persist. Violations of International Humanitarian Laws also continue to worsen. We must expose and thwart the peace spoilers, especially the NTF-ELCAC that are always ready to sabotage any efforts to advance the peace negotiations," dagdag ng KMP.

"We enjoin farmers to unite and support all efforts to achieve peace towards resolving the roots of the armed conflict and the centuries-old situation of Filipino farmers."
