'Unlimited access' sa katubigan ng Phl para sa Taiwan - Grupo

MANILA, Philippines – Sinabi ng grupo ng mga mangingisda ngayong Lunes na ang panukalang  sa pagitan ng Pilipinas at Taiwan ay magbibigay ng â€œunlimited access” sa mga mangingisdang Taiwanese.

Dagdag ng grupong Pamalakaya na talo ang Pilipinas sa papasuking kasunduan dahil halos ibibigay na nito ang kalayaang mangisda sa dayuhang mangingisda mula Taiwan.

"The fishery pact which the Philippine government wants to clinch with Taiwan will put us in an extremely disadvantage position. It is like serving the country's marine wealth in silver platter to Taiwanese fishing giants at the expense of the patrimonial, sovereign and territorial rights of nearly 100 million Filipino people," pahayag ni Pamalakaya vice chairman Salvador France.

Sinabi ni France na kakaunting barko lamang ng Pilipino ang may kakayahang ikutin ang katubigan ng bansa kumpara sa kakayahan ng mga Taiwanese fishing vessel na palaging pumupuslit upang manguha ng tuna at iba pang isda.

"Taiwan wants unlimited fishing access to the Philippines and that is the real score and the Manila government seems ready to (approve) the request," dagdag ng vice chairman ng grupo.

Aniya palalakihin lamang ng panukala ni Aquino, na makipagkasundo sa Taiwan, ang sakop ng kasalukuyang Philippine-Taiwan Sea Lane Accord na nilagdaan noong panahon ni dating Pangulong Ferdinand Marcos at pinagtibay pa ng executive order na pinirmahan ni dating Pangulong Corazon Aquino at dating Executive Secretary at ngayo’y Senador Franklin Drilon noong Agosto 5, 1991.

Tinutukoy ni France ang Executive Order No. 473 o ang the Establishment of Sea Lanes for the Use of Fishing Vessels in Proceeding to and From Their Fishing Areas in the South Pacific Ocean Subject to Certain Conditions.

"While what was given by former President Aquino and then Executive Secretary to Taipei was sea passage rights, the same Executive Order had effectively allowed Taiwanese fishing vessels to poach and fish under the cloak of sea passage rights. Now, the son will try to legitimize this ocean-grabbing spree through the forging of a one-sided agreement," sabi ni France.

Sinabi pa ni France na plano ring aprubahan ng administrasyon ang hiling ng Nan Tsan Aurora Ltd. Ng Taiwan na mamuhunan sa tatlong magkakaibang export-oriented na proyekto sa loob ng Aurora Pacific Economic and Free port zone sa Casiguran, Aurora.
