This refers to the news article entitled “Ombudsman probing NPO execs on overpriced OR forms” which appeared on page 20 of your newspaper today (June 6).
On the 5th paragraph of the article it was stated that the undersigned had “. . . said the NPO’s own OR forms cost P100 per pad for 25,000 pads compared to the Cebu-based printer’s price of P3,170 per pad”.
The Cebu based NPO subcontractor printer’s price for the 25,000 pads Official Receipts ordered by the Province of Cebu from NPO was actually P126.80 per pad for a total lot price of P3,170,000 and not P3,170/pad as inadvertently reported.
This Official Receipt is carried in the NPO pricelist as a standard accountable form priced at P100/pad, thus had the NPO provided the Province of Cebu with receipts from its own stock as mandated by law, the total cost to Cebu province would have only been P2,500,000 or a price difference of P670,000 lower than what the Province of Cebu had to pay for when the NPO subcontracted out the printing of its job to the Cebu based printer.
Be that as it may, a complaint has been filed by the undersigned with the Office of the Ombudsman against NPO officials and the Cebu based private printer for this irregular transaction and the Office of the Ombudsman has already initiated preliminary investigation on that complaint.
