MANILA, Philippines – A tax collector of Mandaue City in Cebu has been dismissed from government service for “serious dishonesty.”
Glenn Ouano of the Office of the City Treasurer was also found guilty of grave misconduct, Deputy Ombudsman for the Visayas Paul Elmer Clemente said yesterday.
Ouano had repeatedly and deliberately delayed for two to four months the remittance of collections from October 2011 to November 2012, ombudsman probers said.
“The lack of action on his part is a telltale sign that he used the money he collected,” Clemente said.
“As a local revenue collection officer, he has direct custody and control of accountable forms and money. His intent to commit material gain…is demonstrated from the unreasonable delays in remitting his cash collections,” he said.
The ombudsman also ordered Ouano’s perpetual disqualification from holding public office and the cancellation of his civil service eligibility.
