MANILA, Philippines - The Metropolitan Manila Development Authority (MMDA) lifted the number coding system on Monday as some roads in the metropolis have been flooded due to the heavy rains brought by the southwest monsoon or Habagat.
The MMDA announced the suspension of the number coding system on its offcial Twitter account past 7:40 a.m.
