MANILA, Philippines - Tropical Storm "Nando" and the southwest monsoon or Habagat may bring heavy rains over Metro Manila and other areas in Luzon, state weather bureau PAGASA warned Tuesday.

In its 11 a.m. bulletin, PAGASA said Tropical Storm "Nando" was last spotted at 210 kilometers east of Aparri, Cagayan. It is packing maximum sustained winds of 75 kilometers per hour near the center and gustiness of up to 90 kph.

The agency said the tropical storm will bring moderate to heavy rains over the provinces of Ilocos Norte and Ilocos Sur.

"Likewise, it will continue to enhance the Southwest Monsoon which will bring light to moderate with at times heavy rains and thunderstorms over Metro Manila and the rest of Luzon," PAGASA said in its bulletin.

Nando is forecast to move north northwest at 15 kph.

The Batanes Group of Islands is under Public Storm Warning Signal No. 2 while the provinces of Apayao, Isabela, and Cagayan, including the Calayan and Babuyan group of Islands; are under Signal No. 1.

PAGASA advised that sea travel is risky over the eastern seaboard of Central and Southern Luzon.

Last week, Tropical Storm "Maring" enhanced the southwest monsoon, which brought heavy to torrential rains and caused massive flooding in Metro Manila and nearby provinces.

At least 25 were killed in last week's disaster.
