BASCO, Batanes, Philippines – It is special public holiday today in this northernmost island province as it celebrates its 299th founding anniversary.
A nine-day procession that started last June 18 from the southernmost community of Imnajbu in Uyugan, culminates this morning at the Aquino Grandstand here, where a concelebrated Mass will also be held.
