MANILA, Philippines - Charges were filed yesterday against the owner and workers of an unlicensed carnival in Valenzuela City, where a man was killed and nine others were injured Wednesday night following a freak accident.
Arnel Cudia, owner and operator of Three Angels carnival, caretaker Delia Montera, two 17-year-old workers and “caterpillar” ride machinist identified only as Machete, were charged with reckless imprudence resulting in homicide, two counts of serious physical injuries and seven counts of physical injuries before the office of Valenzuela City Assistant Prosecutor Eriberto Aricheta.
Senior Inspector Arthur Quinones, city police investigation chief, said police have launched a manhunt operation on Cudia and Machete while Montera has been detained.
The two minor accused were turned over to the custody of the city’s social welfare department.
Richie Padayao, Valenzuela City Business Permit and Licensing Office chief, said Mayor Sherwin Gatchalian ordered the closure of the carnival in Barangay Karuhatan following the incident, after it was found operating without a permit.
Neil Rafols, 41, died on the spot from severe head injuries when he fell out of the coach of a caterpillar ride and hit his head.
At least four other riders – Emelita Abella, 25, Rhian Villacruses, 2, Ryza Villacruses, 4, and Erwin Rosario, 17 – were injured when the coach fell from the elevated track.
Five spectators – Jerry Gutierrez, 22, Ronel Larona, 17, Dino Caremales, 13, Ruben Pagal Jr., 14, and Rimberto Gili, 16 – sustained minor injuries when hit by the falling coach.
