MANILA, Philippines - Land Transportation Office (LTO) chief Virginia Torres said yesterday that contractual and casual employees will be given priority when choosing candidates to fill vacant plantilla positions at the agency.
She said qualified workers will be given “the chance to be permanent first before anyone else,” adding that she was being besieged by recommendations and endorsements from influential people, asking her to appoint outsiders to fill up plantilla positions in the LTO.
Torres said contractual and casual employees will be subjected to tests and interviews by the agency’s promotion board to determine if they are qualified. She said contractual employees in regional offices who have been the subject of complaints from the public will not be considered for plantilla positions.
