MANILA, Philippines - The Metropolitan Manila Development Authority (MMDA) has given the Metropolitan Waterworks and Sewerage System (MWSS) the green light to proceed with its pipe-laying works along EDSA provided that it will not disrupt traffic flow.
Director Noemi Recio, head of the Traffic Engineering Center, said the MMDA initially refused to grant excavation permits because the project is expected to cause monstrous traffic problems, but MWSS officials said they need to replace existing pipes because most of them are already leaking.
Recio granted the request of MWSS on certain conditions.
He said the MWSS should only conduct diggings from 10 p.m. to 4 a.m., and clear the project area of equipment after 4 a.m.
The MMDA also ordered the MWSS not to excavate the entire length of the project at once. – Mike Frialde
