Chief Superintendent Raul Gonzales, Northern Police District Office (NPDO) chief led the raiders.
He said the arrests were made by virtue of about 57 warrants issued by the local courts.
The suspects names were temporarily withheld pending further questioning and confirmation.
Superintendent Napoleon Cuaton, Station Investigation and Detection Management Bureau (SIDMB) chief and ground commander, said his men were backed by operatives in full gear on board two six by six trucks from the district mobile force.
The operation that began at 3 a.m. in Packages 7, 8, and 9, depressed areas in Barangay Bagong Silang, ended at around 9 a.m. yesterday.
Cuaton said persons found with tattoos on their bodies were taken in for fingerprints and for questioning. Those found with no pending derogatory records were later released.
The chief of detectives said the area raided has become quite notorious in the past weeks and have been the scene of most of the reported killings and robberies in the city. Jerry Botial
