Psychiatric team to evaluate sister of slain DFA official

The National Bureau of Investigation (NBI) said it was set to submit to the Department of Justice (DOJ) an assessment report on the mental state of Ester Bailey, the eldest sister of slain Department of Foreign Affairs (DFA) Assistant Secretary Alicia Ramos on Monday.

Regional Director Edmund Arugay, of the NBI-National Capital Region (NCR), said they have instructed Dr. Romel Papa, head of the agency’s Neuro Psychiatric Division (NPD), to conduct an examination on the 65-year-old Bailey, who has been confined at the St. Claire Medical Center in Makati City.

Papa said Dr. Noel Reyes from the National Center for Mental Health (NCMH) would also assist him in determining the mental condition of Bailey. The two government doctors have 24 hours to complete their assessment.

Arugay said sending doctors to check on Bailey is in compliance with the directive of the DOJ, which conducted a preliminary investigation on the Ramos murder case yesterday.

Bailey, along with her personal psychiatrist Dr. Rene Yat and the youngest of the Ramos sisters, Leticia, 61, were summoned the other day to appear before the DOJ.

He added that they have also coordinated with Yat to submit the medical records of his patient to the NBI, "which would be part of the evaluation of our doctors. It is necessary so our doctors can make an intelligent evaluation."

Papa was confident they would be able to come out with an accurate assessment on Bailey if all concerned parties would cooperate in the medical examination. Yat assured the authorities of his cooperation.

The NCR-NBI chief said if it is proven in court that she is indeed insane then she might not be prosecuted. However, even Yat said his patient is released from confinement whenever she has no tantrums, but is returned to the hospital when the spells return.

Bailey was tagged by one of the suspects in the Ramos slay as the one who gave instructions to scare the DFA official in the early morning of April 24.

Roberto Lumagui previously told the NBI that just before Christmas last year, Bailey asked him to scare her sister Alicia to leave their house on Boyle street, in Barangay Palanan, Makati City. He claimed Bailey made the offer four times, all of which he refused.

Bailey was allegedly angry with her sister because Ramos does not allow her to handle her own finances.

But Yat branded Lumagui’s accusations as lies, saying his client was incapable of masterminding the crime being already frail. She also loved Ramos and were very close. The former DFA official would even visit her at the medical facility twice a week, he said.

In the early morning of April 24, Lumagui along with Joel Ablay and Michael Cenil broke into the Ramos’ residence and allegedly covered the victim’s nose with packing tape to scare her.
