This was how Bureau of Jail Management and Penology officer-in-charge Arturo Alit called the latest complaint of Senior Superintendent Josue Engano before the Civil Service Commission last week alleging that he faked his Officer’s Senior Executive Course (OSEC) accreditation, a requisite in the promotion to senior superintendent.
As this developed, Alit’s lawyers, Rogelio Montero and Renato Cunanan, filed with the Quezon City Regional Trial Court Branch 216 a motion for issuance of writ of execution pending appeal "to enforce and give meaning to the earlier decision of former Quezon City Judge Modesto Juanson of Branch 216 dated Oct. 20, 2001."
In that decision, which was recently affirmed by Judge Ofelia Arellano-Marquez, who has since taken over the case, Juanson ruled that Engano does not have the minimum qualifications to assume the position as chief of BJMP while Alit has OSEC eligibility and is the highest-ranking official of the bureau, having been appointed deputy chief with the rank of chief superintendent for more than one year.
Alit said the latest legal move of Engano does not surprise him anymore. He said earlier Engano accused him of faking his educational credentials. The latter also accused the Commission on Higher Education (CHED) of faking the certification it issued that he had completed his college degree.
