Engaño not qualified, says CSC

An official of the Civil Service Commission (CSC) told the Quezon City regional trial court yesterday that Senior Superintendent Josue Engaño is not qualified to be assistant director of the Bureau of Jail Management and Penology (BJMP).

Lilian Luy, director of the Civil Service Commission based at the Department of Interior and Local Government (DILG) field office, told the Branch 216 Judge Modesto Juanson that Engano’s highest qualification is that of being a lawyer.

Luy said that Engaño is only qualified for a second level eligibility under the CSC standards. She said that Engaño lacks the necessary qualifications for the top jail post.

Luy told the court that under the CSC law, the director and the assistant director of the BJMP must be held by an official with a Career Executive Service Officer eligibility and one-year experience as a general, a rank which Engaño has yet to get.

She said that under CSC standards, Engaño is only qualified to be a division or department chief of the BJMP. – Jose Rodel Clapano
