Tesoro said his men arrested Quano who was about to burn at least 54 opened letters which he dumped in the trash can to destroy the evidence against him.
The letters came from the United States, Kingdom of Saudi Arabia, Canada, United Arab Emirates, Singapore, Hongkong, India, Hawaii, Amsterdam, New South Wales, Japan, Korea, Ceska Republic, Germany, Taiwan, China and England. Most of the letters came from Filipinos abroad who have relatives and friends in the country. Pia Lee-Brago
