Luigi wants police 'capability' reviewed

CEBU, Philippines - Sixth District Representative Luis Gabriel Quisumbing wants appropriate committees in the House of Representatives particularly the Committee on Peace and Order to review the procedures adopted by law enforcement agencies in responding to bomb threats, violence and other criminal acts.

In a resolution endorsed to Congress recently, Quisumbing said it is high time to review these procedures, particularly on the aspect of detection.

Quisumbing filed the said resolution following the news on supposed threat to national security during the feast of the Black Nazarene last January 9, the vintage bomb explosions in Taguig and the discovery of 25 vintage bombs at the South Road Properties in Cebu City.

Last January 9, no less than President Benigno Aquino III warned the public of a possible terrorist attack during the Black Nazarene feast. On January 25, four people died while eight others were injured when a vintage bomb exploded in Taguig City while being dismantled.

Previous incidents that triggered the resolution include the 81mm mortar shell that ripped apart a bus liner along EDSA, which killed four persons and hurt 14 others and the September 26, 2010 incident when a bomb exploded outside the Dela Salle University during that year’s Bar Examinations.

“Whereas Article 2,Section 5 of the Philippine Constitution states that the maintenance of peace and order, the protection of life, liberty and property and promotion of general welfare are essential for the enjoyment by all the people of the blessings of democracy,” Quisumbing’s resolution reads.
