CEBU, Philippines - The Mandaue City Treasurer's Office now controls the release of receipts which Jadewell Pay Parking System will use in its operations to make sure the city government gets its ten percent share from the towing and pay parking fees collected by the company.
City treasurer Regal Oliva yesterday said Jadewell recently submitted to him 500 booklets of receipts to be inspected and stamped.
With the 500 booklets that it has submitted for inspection, Oliva found out that the serial numbers had already been used in previous receipts.
And when asked why, a representative only replied that the numbers were overlooked by the Bureau of Internal Revenue in Manila and the printing press where the receipts were printed.
Oliva warned the company.
Although he still allowed Jadewell to use the newly printed receipts but it was noted that the serial numbers were duplicated from the previous receipts so that they can immediately reason out with COA.
Oliva said that for now, only 50 booklets of the 500 receipts will be released to Jadewell. Another 50 will be released only when the first 50 booklets are returned.
He said that he wanted it to be done this way so that the city can immediately liquidate the city's share.
Earlier, COA discovered that official receipts used in the collection of fess for the use of parking spaces and towing of vehicles were printed in the name of Jadewell and the city mainly relied on its reports as basis for the 10 percent share as stipulated in the contract without checking the receipts and the correctness of the total collection. - THE FREEMAN
