CEBU, Philippines - In response to the plan to create additional districts, sixth district Representative Luis Gabriel Quisumbing said he favors the creation of new districts or the idea of redistricting the entire province of Cebu only if the process chosen is constitutional.
Quisumbing said the plan to redistrict the province is easier said than done since it would have to comply with certain provisions stipulated in the Constitution.
Since the provisions on the creation of new districts are stipulated in the constitution, it could only be done through a constitutional assembly, constitutional convention, and through people's initiative.
Quisumbing said it has been three weeks since the issue on Mandaue's bid to push for a lone district has cropped up but he clarified that he never said that he was against the city's bid.
In earlier interviews, Quisumbing said without Mandaue, it is not economically and legally feasible for the remaining towns of Cordova and Consolacion to stand as a district since these two towns will no longer qualify as a district in terms of population and income.
"I even join the call of the Mandauehanons as the city deserves it but we should do it in such a way to ensure the future of everybody," Quisumbing said. (FREEMAN NEWS)
