MANILA, Philippines — Congress convenes in a special session today at 9 a.m. after President Ferdinand Marcos Jr. issued Proclamation 1318 calling lawmakers back to act on priority bills and key appointments, but the most closely watched business will be whether the Senate can finally break its leadership deadlock.
In the Senate, acting Senate President Sherwin Gatchalian has said the chamber is ready to elect its president and other leaders, organize its committees and proceed with pending measures.
