MANILA, Philippines – Interior Secretary Mel Senen Sarmiento has urged local government units (LGUs) to adopt the Performance Governance System (PGS) in their programs.
The PGS is the local adaptation of the Balanced Scorecard developed in the United States. It is a performance management and measurement tool that aims to translate organizational goals into breakthrough results guided by a set of performance indicators and metrices.
Sarmiento said the balanced scorecard process translates organizational strategies into concrete and quantifiable outcomes by measuring whether the operational activities of an organization are aligned with its longer-term objectives.
“The LGU funds will go to waste if these are not used properly,” he said.
With the expected increase in the Internal Revenue Allotment of LGUs in 2018, Sarmiento encouraged local chief executives to come up with a strategic map that would advocate the prudent use of the PGS.
Sarmiento said he adopted the PGS method when he was mayor of Calbayog that enabled the local government to earn over P1 billion in revenues.
He urged the Local Government Academy, an attached agency of the DILG, to conduct training programs for the LGUs to match the overall, long-term plan of the national government.
Sarmiento said capability, bankability, competitiveness and governance are the four components by which LGUs would be measured through the PGS.
