CEBU, Philippines - Over 1,000 vacant positions in Cebu City Hall’s different departments would be filled up until 2013.
Veronica Morelos, head of the City’s Human Resource Department said they already interviewed 462 applicants for various positions in 2011 and 72 were hired.
Morelos said that various offices are in need of employees for different positions but the bulk of the vacancies to be filled up would be for the Department of Public Services and the Cebu City Medical Center.
She explained that they would be hiring new employees although they would prefer internal hiring since it would be a chance for casual employees to be regularized and the regular employees to be promoted.
Morelos said this would also motivate the employees, especially those on a contractual basis, to work harder since they have a chance to be regularized.
Despite both regular and casual employees getting the same benefits, Morelos said that it’s better for the regular employees since they have the security of tenureship.
She said that before, there were more casual than regular employees and explained that the previous administration preferred to hire casual employees since it would be easier to replace them in case there were lapses in the performance of their job.
Currently, she said that they have regularized more employees already.
But she explained that there would be a thorough evaluation first of those who would want to be regularized or promoted.
The criteria for evaluation of those who wish to have their contracts renewed, for promotions or for new positions, would include educational background, performance in the job, attitude, potential and the experience. The promotions and applications would also require Civil Service eligibility in order to be considered. — AJ de la Torre and Belle Valerie Manatad. USJ-R Masscom Intern/MIT - THE FREEMAN
