CEBU, Philippines – Two sectoral representatives - Eugenio Faelnar of the Association of Barangay Councils (ABC) and Rengelle Pelayo of the Sangguniang Kabataan Federation (SK) - will bid their colleagues at the Cebu City Council farewell this November 23. But in yesterday's council session, only Pelayo was commended by the City Council for her "dedication and service" as the president of SK Federation and having served as an "active and admirable member" of the city council.
Guadalupe Barangay Captain Faelnar, who served as ABC president for almost nine years, was not commended by the council.
"Hon. Rengelle Pelayo has shown sincere and exemplary service, dedication and commitment to empower the Cebuano youth," Councilor Alvin Dizon, the proponent of the resolution, said. Pelayo is from Busay.
In an interview with the reporters after the session, Dizon explained that he sponsored the resolution only for Pelayo because he knows the sitting SKF president.
Faelnar could not be contacted when sought for comment. He is on one-month leave of absence which started after issues were raised against some infrastructure projects that the City Government allowed the barangays to implement.
In an interview with The FREEMAN, Vice Mayor Joy Augutus Young, the council presiding officer, said there was no malice or any intention in not commending Faelnar.
Young said that a resolution will be sponsored next week. The council has two remaining sessions for this month before the terms of office of Faelnar and Pelayo ends. Councilor Raul Alcoseba will initiate the move.
Young also said that they will have a simple celebration on November 23 to give plaques of recognition to the two outgoing ex-officio members, and to give them time to deliver their speeches. (FREEMAN)
