CEBU, Philippines – The Cebu Provincial Board has commended Mandaue City Mayor Jonas Cortes for ordering the closure of two "lingam massage" parlors in the city.
The PB's commendation appears in the approved proposed resolution authored by Cebu City Board Member Alfred Francis "Alfie" Ouano last Monday.
It said the business undertaking does not only violate the regulations but is also offensive to public morals and may lead to a possible act of prostitution and violation of the 2005 Ordinance Number 2005-18 otherwise known as the Women's Development Code of Cebu Province.
Some describe the "lingam" technique as sexually provocative, but massage parlor operators who claim to be the first ones to offer "lingam" in Cebu insist that it is far from being indecent. (THE FREEMAN)
