CEBU, Philippines - A 32-year-old resident of Talisay City, Cebu is facing four counts of rape cases and violation of the law protecting children after he forced himself on his two nieces, aged five and eight.
Arnel “Titing” Rabia, 32, of Tabunok corner Victoria Village was charged for rape and violation of Article VI Section 10 of Republic Act 7610, which is the special protection of children against abuse, exploitation and discrimination.
The information filed before the Regional Trial Court alleged that each of the two children suffered from Rabia twice. The children are the nieces of Rabia’s live-in partner.
It was the children’s mother who filed the affidavit-complaint, stating that the children went through force, intimidation and psychological abuse.
Talisay Assistant City Prosecutor II William T. Canta recommended a bail of P100,000 for the four counts of violation of R.A. 7610. The four counts of rape is non-bailable.
The five-year-old, as stated in the complaint, had said that sometime on December 2008, while she was watching a television with her eight-year-old cousin inside their house at Dumlog, Talisay City, Rabia arrived.
He reportedly touched her private parts and removed her shorts and underwear and inserted a finger in her private part, causing her so much pain. She further alleged that her uncle repeated the same act on January 6, 2010 at around 4:00 p.m., also while she was watching television.
She also claimed that her uncle covered her mouth with a handkerchief and forced her to drink a foul-smelling liquid, probably urine.
The eight-year-old, for her part, said that she also suffered the same things from her uncle on December 2008 at around 6:00 a.m.
She further alleged that his uncle repeated the same sexual aggression last January 6, 2010. – THE FREEMAN
