In response to Police Regional Office 7 Director Eduardo Gador, Osmeña recommended that the status quo be preserved, with Gayotin as acting city police chief, while the city government works for Labra and Gayotin's promotion to senior superintendent.
Osmeña made the response after Gador wrote to the city government on April 6, 2005 requesting to fast-track choosing the city police chief based on the recommended names by Camp Crame. But Osmeña did not heed.
He then recommended that the status quo be observed "as far as our city director is concerned," until either Labra or Gayotin be promoted to senior superintendent.
