Talisay, CH union agree on incentives

After a series of negotiations, the Talisay City government and the union of Talisay City Hall employees finally signed the Collective Negotiations Agreement.

The union has been asking the city government to sign the CNA that refers to the giving of incentives and benefits to employees. But before the employees could receive the benefits, it was stipulated in the agreement that both parties agreed to establish and implement measures in order to achieve targets, programs and services at minimal cost.



The agreed measures to be implemented include the limiting of overtime work, the non-filling of vacant positions, the limit on official travels and the use of power, water, fuel, communication, and other office supplies.

The city also agreed to provide cash benefits to employees who complete any bachelor's or master's degree at their own expense, those who graduate with honors and top the Bar or any board examination.

It was also agreed that the city would allow all employees to enjoy compensatory day-off in lieu of overtime services without pay, but subject to the rules and regulations of the Civil Service Commission.

The city shall also grant fringe benefits and economic assistance to all employees provided that both parties shall establish a system for prioritizing the utilization of savings and available funds in granting benefits.
