MANILA, Philippines - The government is seeking applications from firms interested to bid for the P1.59 billion Civil Registry System –Information Technology Project II (CRS-ITP2) of the Philippine Statistics Authority (PSA) under the public-private partnership (PPP) program.
The PPP Center said in a statement the project would involve the computerization of the civil registry operations of the PSA.
The CRS-ITP2 is designed to collect, access, store, maintain and manage civil registry documents and the specimen signatures of all city and municipal registrars using imaging technology.
The project will likewise include production of vital statistics and make the civil registry services available nationwide through the CRS outlets and other authorized partners.
The private partner for the project will be responsible for financing, designing, development as well as operations and maintenance of the CRS-ITP2.
It will also be handling the construction of a building to house the servers of the IT system.
The project will be awarded through a competitive public bidding, in accordance with RA 7718 or the Philippine Amended Build Operate Transfer Law.
The bidding will follow a two-stage process where prospective bidders will have to be pre-qualified first based on legal, technical and financial capability requirements before being invited to submit bids.
Invitation documents for the project will be available to interested parties starting Sept. 18.
