BCDA to rebid Macangcung service area at SCTEX

MANILA, Philippines - The Bases Conversion and Development Authority (BCDA) plans to hold the rebidding for the two-hectare Macangcung service area along the Subic Clark-Tarlac Expressway within this quarter.

“We plan to rebid the service area in the north-bound (direction) of the Clark-Tarlac segment in the first quarter,” BCDA president and chief executive officer Arnel Paciano Casanova said in a chance interview.

He said the BCDA has yet to complete the revision of the terms of reference for the auction of the property.

“We will finalize the terms of reference within the month,” he said.

The BCDA is conducting another bidding for the Macangcung service area as the property did not receive bids during the auction conducted in September.

The Macangcung service area was offered for auction along with the two-hectare Concepcion service area located in the south-bound direction of the Clark-Tarlac segment last year.

The lease and development of the Concepcion service area was awarded to Seaoil Philippines, Inc.

Under the terms of reference used for that bidding, the two lots will be leased for 25 years and can be renewed for another 25 years subject to the agreement of the BCDA and the winning bidder.

The two lots should be developed to have facilities such as a gas station, restrooms, parking slots, emergency first aid station, potable water and lighting system, emergency vehicle repair shop and convenience stores.
