Accept all income tax returns, BIR tells banks

The Bureau of Internal Revenue (BIR) has instructed all BIR authorized agent banks (AABs) to accept income tax returns (ITRs) of all taxpayers even without the tax identification number (TIN) card.

The filing of income tax returns has been extended to April 18 from the original deadline of April 11.

In a statement, BIR Commissioner Rene Bañez said all AABs should accept tax returns without bank enrollment (except for those paying under the bank debit system) and the taxpayer record update (TRU) "provided the TIN is indicated in the tax return,"

He instructed all AABs to accept photocopies and computer-generated forms provided the return forms are originally filled-up and signed by the taxpayer or duly authorized representatives.

Bañez said the tax tulungan centers located in shopping malls will continue to remain open until eight in the evening while tax filing centers at the revenue district offices (RDO) and at the national office are open up to five in the afternoon.

The commissioner said banks should accept all tax payments regardless of the amount, the out-of-district returns, and returns and payments filed by taxpayers who are not clients or depositors of the concerned banks, and those whose ITR are filed after clearing time.

The BIR said banks should require all first-time TIN applicants to file the appropriate registration forms and indicate the phrase "TIN under process" on the ITR.

Checks of other banks that are not AABs should be accepted as a mode of payment. Ted Torres
