Matud niya, daku kaayo og papel ang BDC, alang sa kaugmaran sa barangay.
Ako siya nga gisultian nga mao ra og duna’y mga barangay nga wala’y BDC, ug matud niya, iyang presidente sa Association of Barangay Councils (ABC) iyang sutaon, ug kun duna man, iyang padad-an og memorandum pag-convene sa Barangay Development Council sa ilang dapit.
Ang Local Government Code nagkanayon: “Each local government unit shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by the Sanggunian.
For this purpose, the development council at the provincial, city, municipal, or barangay level, shall assist the corresponding Sanggunian in setting the direction of economic and social development, and coordinating development efforts within its territorial jurisdiction.”
Daku kaayo og kaakohan ang mga Development Councils, ug daku usab kini og ikatampo alang sa ekonomikanhon nga kaugmaran sa ilang nahimutangan o sa jurisdiction niini. Padayon: “The Barangay Development Council shall be headed by the Punong Barangay and shall be composed of the following members: 1) Members of the Sangguniang Barangay; 2) Representatives of non-government organizations operating in the barangay who shall constitute one fourth of the members of the fully organized council; 3) A representative of the Congressman.”
So, adunay role ang private sector. Kasagaran ra ba nga mga sakop sa non-government organizations (NGOs), mga professionals, ug sa ilang kasinatian, daku sila’g ikatampo pagpalambo sa barangay.
Ania ang mga functions sa Barangay Development Council: 1) Mobilize people’s participation in local development efforts; 2) Prepare barangay development plans based on local requirements; 3) Monitor and evaluate the implementation of national or local programs and projects; 4) Perform such other functions as may be provided by law or by competent authority.
Gilatid usab sa RA 7160 nga ang local development council shall create an executive committee, nga pagasakpan ning mosunod: Punong Barangay, as chairman; a representative from the Sangguniang Barangay and from the NGOs, as members.
Functions: 1) Ensure that the decision of the council are faithfully carried out and implemented; 2) Act on matters requiring immediate attention or action by the council; 3) Formulate policies, plans, and programs based on the general principles laid down by the council.
