CEBU, Philippines - Cebu Governor Hilario Davide III wants the planned signal jammers for the Cebu Provincial Detention and Rehabilitation Center installed within the week.
He said that the only issue left is to ensure that the residents near the jail facility will not get affected when the cellular phone signal jammers would already be functional.
“But we’d still have to discuss about it, kon unsaon nga di maapektuhan ang ubang mga taw sa gawas, ang mga residente gawas sa compound.” Davide told the press yesterday.
Davide said that they thought of putting up signal jammers in the jail after they found out that some inmates in CPDRC are using personal cell phones. Davide said he will talk CPDRC head Dr. Gil Macato on the installation of signal jammers inside the compound.
He also said he is certain that the security in CPDRC has always been tight and he is confident that Macato and his team are doing every measure necessary in putting up a decent security system in the facility.
However, Davide also believes that there could be a possibility that some jail guards would secretly allow some inmates to smuggle prohibited items despite Macato’s strong prohibition for the inmates not to bring in cell phones for personal transactions.

Davide said the jammers will be installed as soon as possible. Although he did not disclose the budget allocated for the jammers, Davide revealed that this will not be costly and no bidding will be needed for the equipment.
